Completed in August 2020, the Strengthening Myanmar’s Environmental Conservation Department’s Monitoring and Compliance Functions report provides recommendations on how the Environmental Conservation Department (ECD) of Myanmar can improve its monitoring and compliance functions in the short- and long-term. Recommendations around linking the post-Environmental Compliance Certificate (ECC) approval permitting to monitoring and compliance and how to use civil society and other participatory mechanisms, as well as self-reporting mechanisms, are also provided. The recommendations are based on a comprehensive baseline assessment of ECD’s monitoring and compliance activities with inputs from ECD itself as well as key stakeholders. This report is part of a broader initiative to strengthen ECD’s environmental regulatory role under the UNDP-UNEP Poverty-Environment Action for Sustainable Development Goals (PEA). The PEA in Myanmar is being implemented as part of UNDP’s Governance for Resilience and Sustainability Project (GRSP).
