The environmental impact assessment (EIA) is a powerful tool to support environmentally conscious decisions. In the new development context of Myanmar, a transparent and robust EIA could be a powerful tool and process for communities, civil society and businesses. It can help communities document the potential impact of government and business activities and to advocate corresponding safeguards and mitigation actions. The EIA process can also provide information and a process for fostering responsible business activities most critically in high impact activities, such as mining, infrastructure development or natural resource extraction.

The experience of preparing environmental investigation reports in Myanmar to comply with the EIA law is relatively short and recent. This comprehensive Guidance Document aims to support project developers and third-party consultants in preparing environmental investigation reports in Myanmar. The Guidance aims to deepen the understanding of the EIA processes as a whole and improve their writing skills and application of technical and methodological approaches in line with Myanmar’s procedural requirements as well as internationally recognized performance standards. Its design is based on the capacity needs assessment of private sector and civil society actors that identifies gaps in EIA investigations and reporting in Myanmar and capacity development needs of project developers to adopt robust social and environmental safeguards.

The Guidance Document consists of five parts. Parts 1 to 4 provides guidance to users on the steps needed before the actual writing of the report, including proposal, scoping, and others. the Part 5 on preparing environmental investigation report consists of nine volumes which corresponds to the structure of the EIA procedure in Myanmar.
