Reflecting the new primary focus of Poverty-Environment Action, the project aims at helping establish the enabling conditions for aligning public and private finance and investment with environmental sustainability and climate objectives for poverty eradication. In the area of planning, budgeting and monitoring, these include:

  • Analysis of interlinkages, trade-offs and synergies through integrated modelling, cost-benefit analysis and other methods to support identification, prioritization and sequencing of poverty, environment and climate-related targets and “accelerator” interventions
  • Integrate environmental sustainability and climate objectives for poverty eradication into UN system support to national SDG planning and implementation efforts—e.g. MAPS missions, SDG action plans and target setting, establishment of national SDG platforms, and other integrated policy support engagements
  • Capacity building at national, sector and sub-national levels to support alignment of priority sector and sub-national planning and related medium-term and annual budgeting processes (budget formulation, prioritization, approvals, execution and oversight) to increase budget allocations towards environmental sustainability and climate objectives for poverty eradication—e.g. in performance/programme-based budgeting (including through budget coding and budget checklists to enhance alignment between plans and budget allocations and to better monitor environmental sustainability and climate-related expenditure)
  • Advocate for and build the capacity of non-governmental actors (non-governmental organizations, civil society organizations, community groups, indigenous peoples, chambers of commerce, business forums, trade unions, etc., as relevant) to engage in poverty, environment and climate-related planning, budgeting and monitoring processes
  • Strengthen coordination mechanisms to ensure whole-of-government approaches and coherence between planning and budgeting processes at national, sector and sub-national levels
  • Strengthen national statistical systems through integration of poverty-environment indicators and building data collection capacity (including linking environmental data to existing income and multidimensional poverty data) to support evidence-based policy-making and planning, improve policy coherence, and assess performance against national poverty-environment objectives and the SDGs
